User agreement and offer contract

2.1. Access to the platform's functionality

The Provider (SafeDeal.kz) grants the User access to the following platform capabilities:

Search for information about companies and individual entrepreneurs (IE):

• 01Basic data (name, BIN, IIN, address, executives);
• 02Tax and financial reporting;
• 03Licenses, certificates and permits;
• 04Participation in public procurement.

Analytical reports:

• 01Assessment of the company's financial condition;
• 02Analysis of court risks and enforcement proceedings;
• 03Identification of affiliated persons and connections between companies.

Additional tools:

• 01Generating an extended report in PDF format;
• 02Exporting data to Excel format;
• 03Advanced search with filters;
• 04Integration with other systems via API.

2.2. Data sources

The information provided through the platform is collected from the following sources:

Official sources:

Method of obtaining data. Information is obtained exclusively from open state registers and through open programming interfaces (APIs) of state information systems and portals, as well as from other publicly available sources. The service does not use restricted-access data and does not obtain information bypassing the publication procedure established by law.

2.3. Access terms

Free:
Access to basic search and viewing of core data about companies and IEs.

Paid:
Access to extended reports and analytical data. Payment can be made either by subscription or for individual one-time reports.

2.4. Risk assessment: methodology and nature

The counterparty risk indicator is formed by automatically matching a company or IE against a number of official state registers of violations and bad faith. For each attribute it is shown whether the checked entity is listed in the corresponding register at the time of the check:

• 01Register of bankrupts and register of sham enterprises (State Revenue Committee);
• 02Register of inactive taxpayers and tax debtors;
• 03Register of unreliable participants in public procurement;
• 04Registers of unreliable suppliers of JSC «Samruk-Kazyna» and AEO «NIS»;
• 05Restriction on issuing electronic invoices, recognition of registration as invalid, and other attributes.

The resulting indicator represents the number of registers in which the checked entity is listed at the time of the check. The service does not assign hidden weights or subjective scores — the methodology comes down to a transparent match against open registers.

The User has the right to:

• 01Receive access to the service according to the tariff;
• 02Use reports and data for their own business purposes.

The User undertakes to:

• 01Not transfer data to third parties;
• 02Not copy, distribute, or resell the service's materials;
• 03Not use the platform for illegal purposes.

The Provider has the right to:

• 01Suspend access in case of violations;
• 02Update and change the service's functionality without the User's consent.

5.1. Bank card payment procedure

Payment for services is made online with Visa or Mastercard bank cards. After choosing a tariff, the User is redirected to the secure payment page of the payment organization Freedom Pay, where they enter their card details themselves. Payment confirmation goes through the 3-D Secure protocol (a one-time code from the issuing bank). Card details are processed exclusively by the Freedom Pay payment gateway in accordance with the PCI DSS security standard; SafeDeal does not receive or store the card number or other card details. Access to the paid tariff opens automatically after payment confirmation.

5.2. Subscription and automatic charges

Some tariffs are issued as a subscription with automatic renewal. By subscribing to such a tariff, the User consents to the periodic automatic charging of the tariff's cost from the linked bank card without additional confirmation of each transaction.

• 01The charging frequency equals the duration of the chosen tariff (for example, monthly for a monthly tariff) and is specified at checkout;
• 02The charge is made in the amount of the corresponding tariff's cost on the date of the next renewal;
• 03The date of the next charge is shown in the personal account in the «Payment» section;
• 04One-time tariffs (for example, daily or annual access) are not renewed automatically.

Cancelling the subscription and stopping charges. The User can cancel the subscription at any time on their own in the personal account (Profile → «Payment» → «Cancel subscription»). After cancellation, no further automatic charges are made; access to the paid tariff is retained until the end of the already-paid period. If necessary, cancellation can also be requested through support at info@safedeal.kz.

5.3. Refund

Payment for services is made by prepayment.

A refund is possible in case of:

• 01an erroneous charge;
• 02failure to provide the service (upon confirmation by the Provider).

A refund is not possible if the User has started using a paid feature.

Requests are sent to: info@safedeal.kz with the subject «Refund».

In case of an erroneous charge, a technical failure, or the impossibility of providing the paid service through the Provider's fault, the Customer has the right to submit a refund request through support, specifying:

• 01The email address registered on the site;
• 02The date and amount of the payment;
• 03The number of the card from which the payment was made.

The refund of funds is made by the same method by which the payment was made, unless otherwise agreed between the Customer and the Provider.

The refund period is up to 10 business days from the moment of confirmation.

The Provider is not liable for service failures for reasons beyond its control:

• 01natural disasters;
• 02internet/power outages;
• 03failures, malfunction, or unavailability of data-center (hosting provider) equipment;
• 04cyberattacks, actions of state bodies, etc.

All elements of the platform (design, logic, structure, content, interface) are the intellectual property of the Provider and are protected by law.

It is prohibited to:

• 01copy;
• 02publish;
• 03embed into third-party projects without the Provider's consent.

The offer is considered accepted from the moment of:

• 01registration on the site;
• 02payment for services;
• 03the start of actual use of the service.

The offer is valid indefinitely, until it is withdrawn by the Provider or the contract is terminated by the User.

The Provider has the right to make changes to the offer unilaterally. The new version takes effect from the moment of publication on the site: safedeal.kz

The parties will strive to resolve all disputes through negotiations. If no agreement is reached, the dispute is referred to the court of Astana, Republic of Kazakhstan.
